This bill establishes the Pipeline Investment for Public Environmental Solutions (PIPES) program, which will provide funding to help local municipalities replace and rehabilitate existing drinking water, stormwater, and sanitary sewer infrastructure across New York State. The program will be funded through the Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022, with a commitment of $200 million available on a biennial basis.
