This joint resolution encourages the Alabama Growth Alliance to develop the Alabama Rural Roadmap initiative, a comprehensive program aimed at revitalizing and empowering rural communities in Alabama. The resolution recognizes the critical challenges facing rural counties, such as aging infrastructure, limited business capital, workforce shortages, population decline, and inadequate healthcare. The initiative will be led by a leadership team consisting of the Senate President Pro Tempore and the Speaker of the House of Representatives, who will appoint a diverse group of legislators, business leaders, and economic developers. The Alabama Growth Alliance is tasked with engaging stakeholders, collaborating with universities and institutions, and identifying distressed rural areas through in-depth analyses. The roadmap will provide actionable recommendations in five key areas: infrastructure development, business and entrepreneurship support, workforce training, quality of life and placemaking, and rural healthcare improvement. The initiative is required to complete and submit the Alabama Rural Roadmap by the fifth legislative day of the 2026 Regular Session, with the intent that the Legislature will carefully consider its recommendations and potentially implement suggested strategies to support rural economic development and community growth.
