This bill establishes a new working group within the Department of Homeland Security (DHS) specifically designed to counter threats posed by the Chinese Communist Party (CCP). The working group will be led by a Director appointed by the DHS Secretary and will focus on examining and assessing various threats, including terrorist, cybersecurity, border and port security, and transportation security risks. The group's duties include investigating the CCP's nontraditional tactics such as identity theft, immigration system exploitation, predatory economic practices, human trafficking, drug trafficking, and illicit financial activities. The working group must produce annual assessments for congressional committees, review existing programs, identify policy gaps, and facilitate cooperation across DHS offices. The bill mandates that the group ensure privacy protections and cannot infringe on free speech rights. Importantly, the working group will have a seven-year duration, with the first report due within 180 days of the Act's enactment. The bill also requires the Comptroller General to review the implementation of this section and directs DHS to conduct research and development of technologies to enhance security awareness regarding CCP-related threats.
