This bill, known as the Disaster Relief for Farm Workers Act, proposes to amend the Food, Agriculture, Conservation, and Trade Act of 1990 to establish a comprehensive emergency assistance program for farm workers starting in fiscal year 2026. The bill authorizes the Secretary of Agriculture to provide grants to eligible farm worker organizations during periods of covered disasters, which include adverse weather events (like hurricanes, droughts, and wildfires), unexpected health crises such as pandemics, and other conditions that cause farm workers to lose income or be unable to work. These organizations can use the grants to provide direct financial relief to farm workers, build community resilience, offer infrastructure support like shelter, and deliver emergency services. To be considered an eligible organization, a group must either be a farm worker membership-based organization or a 501(c)(3) nonprofit with experience supporting migrant or seasonal farm workers. The bill defines a migrant or seasonal farm worker as an individual who has earned at least half their income from farm work during a consecutive 12-month period within the past 24 months. Additionally, the Secretary is required to develop a promotional plan for distributing these grants and consult with farm worker organizations throughout the process, with funds remaining available until fully expended.
