This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to create an alternative block grant program for states responding to major disasters. Under this new program, the President, through the Federal Emergency Management Agency (FEMA), would establish a voluntary grant system that allows states to receive a lump sum of funding for public assistance instead of traditional disaster relief. The program requires FEMA to assess the cost of public assistance for each impacted state, reducing the total amount by the non-federal share, and consulting with states to validate eligible costs. States can elect to participate by submitting an application, and if approved, will receive a block grant to manage disaster recovery efforts. Participating states must submit detailed reports outlining how funds are used, including an initial recovery plan, annual progress reports, and a final report after all funds are expended. Importantly, states that receive a block grant cannot also receive direct public assistance for the same disaster. The bill defines public assistance as activities related to emergency work and repair of infrastructure, but explicitly excludes individual and household assistance. FEMA is required to provide annual reports to Congress evaluating the program's implementation, challenges, and potential improvements.
