This concurrent resolution congratulates Westgate Housing Inc. (WHI), a nonprofit housing organization in Brattleboro, Vermont, on its 25th anniversary by highlighting its unique history and community-driven approach. Originally constructed in 1971 as a 98-unit affordable rental housing complex under a U.S. Department of Housing and Urban Development contract, Westgate faced potential gentrification when its initial affordability period was set to expire. In response, the Westgate Tenants Association organized to prevent displacement, and in 2000, a coalition of nonprofit organizations, including Housing Vermont, purchased the property and established WHI. The resolution celebrates the organization's innovative governance model, which includes 100% resident board membership, making it one of the few resident-controlled housing developments in the United States. By maintaining below-market rents and providing residents with management input, WHI has created a vibrant, engaged community that takes pride in its neighborhood and demonstrates a successful model of collaborative, affordable housing management.
