This bill establishes a pilot program at the National Institute of Standards and Technology (NIST) to develop measurement standards for evaluating artificial intelligence (AI) systems. The program requires NIST to collaborate with the Department of Energy to create testbeds—specialized facilities for rigorously testing AI technologies—to assess AI systems' functionality, performance, and security. A Working Group of up to 10 members from government, private sector, and academic institutions will be established to develop a comprehensive strategy for creating measurement standards. These standards will cover critical aspects of AI systems, including reliability, performance, capability, interpretability, security, privacy, data bias, and applicable use cases. The bill explicitly prohibits citizens from covered foreign countries (China, Russia, North Korea, and Iran) from participating in the Working Group. Within two years of enactment, NIST will develop testbeds and measurement standards, and within 180 days after the first demonstration, the Director must submit a report to Congress detailing findings and recommending future actions to advance AI evaluation standards. The overall goal is to create a systematic, transparent method for assessing and comparing AI systems used by federal agencies.
