The bill requires the Legislative Budget and Finance Committee to conduct a comprehensive study reviewing the costs to the Commonwealth during the two-year period following waiver approval, and mandates that within three years of implementation, the committee must issue a detailed report to the Governor, Senate and House Health and Human Services Committee chairpersons and minority chairpersons. The implementation of this bill is contingent on federal approval, and it will take effect 180 days after passage. This proposed legislation aims to provide more flexibility in personal care service reimbursement while ensuring careful financial oversight through a mandated cost review and reporting process.
