AI Summary

This bill establishes the Team Based Health Care Act in South Carolina, creating a comprehensive framework for healthcare team collaboration. The legislation defines key healthcare roles including Advanced Practice Registered Nurses (APRNs), Physician Assistants (PAs), and Anesthesiologist's Assistants (AAs), and mandates that these professionals practice as part of a structured patient care team led by a physician. The bill requires detailed practice agreements that outline collaboration methods, including periodic chart reviews, consultation guidelines, and joint quality improvement evaluations. Healthcare providers must disclose their professional status to patients and provide clear information about the patient care team physician. A new 13-member Team Based Healthcare Committee will be created to oversee these practices, with representatives from various healthcare professions and a public member. The bill also requires the Department of Health and Human Services to develop a report exploring incentives to encourage healthcare professionals to practice in team-based settings, particularly in rural and underserved areas. These incentives may include loan repayment programs, tax policies, graduate medical education funding, and initiatives to support healthcare workforce development. The goal is to improve healthcare delivery, patient information transparency, and access to care across South Carolina.
