This bill requires all school buses, including those used exclusively for transporting students with special education needs, to be equipped with two key safety features: a live digital video school bus violation detection monitoring system and a retractable stop sign. The video monitoring system must be capable of producing live and recorded video, capturing license plate images, and recording the time, date, and location of traffic violations, along with a sworn affidavit from a witness. The retractable stop sign must be visible from at least 100 feet away and installed according to motor vehicle division specifications. The bill mandates that bus drivers follow specific procedures when stopping, such as ensuring students are seated before moving and checking that traffic has stopped before allowing students to exit. Schools must also conduct demonstrations of the retractable stop sign operation at least twice per year, with one demonstration occurring in September. The bill will take effect immediately upon passage.
