This bill requires all aircraft, including military aircraft, operating in Class B airspace (which are high-altitude, busy airspace areas around major airports) to install and continuously use both ADS-B In and ADS-B Out equipment. ADS-B (Automatic Dependent Surveillance-Broadcast) is a navigation technology that uses satellite positioning to help track and monitor aircraft. ADS-B Out allows an aircraft to broadcast its precise location, altitude, speed, and direction, while ADS-B In enables the aircraft to receive similar broadcast information from other nearby aircraft. The bill mandates that these systems must be installed, activated, and receiving data whenever an aircraft is taxiing or in flight, starting from the date of the Act's enactment. Additionally, the bill repeals a previous exemption that allowed certain Department of Defense aircraft to avoid installing this equipment. The legislation prevents the Secretary of Transportation or the Federal Aviation Administration Administrator from creating any regulations that would exempt aircraft from these requirements, effectively making the ADS-B equipment mandatory for all aircraft in Class B airspace, which includes fixed-wing aircraft, rotorcraft, powered-lift aircraft, and other manned aircraft.
