This bill establishes a rural Emergency Medical Services (EMS) uncompensated care pool payment program designed to provide financial support to ambulance services in non-metropolitan counties of Minnesota. The program will provide payments to eligible licensees (ambulance service providers primarily operating outside metropolitan counties) for emergency responses that meet specific criteria: the response must be initiated by a public safety answering point, involve an ambulance that responds to the scene and is not canceled, does not result in a patient transport, and receives no other payment. The payment calculation is based on a point system where licensees receive different point values depending on the number of eligible responses: 10 points for the first 25 responses, 5 points for responses 26-50, 3 points for responses 51-100, 1 point for responses 101-200, and zero points for responses over 200. The total points will be divided by the total appropriation amount to determine the per-point value, and each licensee will receive a payment based on their total points. The bill appropriates $3,000,000 from the general fund for this program in fiscal year 2026, with payments to be certified and distributed by May 30, 2026. Specialized life support responses are excluded from the calculation, and the program is designed as a one-time funding initiative to support rural EMS services.
