This bill establishes a comprehensive training program for care managers employed by care coordination organizations who work with individuals with developmental disabilities. The training, which must be completed before care managers can work with clients, covers nine key areas: person-centered planning principles, effective communication strategies that prioritize inclusion and collaboration with individuals and their support networks, understanding and respecting the rights of people with developmental disabilities (including voting rights), cultural competence and sensitivity, advocacy skills, compliance with relevant laws and regulations, knowledge of the healthcare system and available services (including Medicaid waivers and cross-system services), skills in identifying and connecting individuals with community resources and support services, and the ability to foster collaboration among care team members. The training is to be developed by the state office in conjunction with care coordination organizations and advocacy groups for individuals with developmental disabilities. The bill, named "Ella's Law," will take effect 180 days after becoming law, and preparatory regulatory work can begin immediately upon passage.
