AI Summary
This bill introduces several key consumer protection measures in Maine's electricity market. It makes it illegal for anyone to falsely represent themselves as an electric utility representative or government official when selling electricity products, which now includes distributed generation resources like solar panels. The bill requires competitive electricity providers to provide a standardized disclosure form (in at least 14-point type) to residential and small commercial customers before entering service agreements, including contact information, standard service rate details, and consumer protection information. Similarly, project sponsors offering net energy billing arrangements must provide a standard disclosure form with details about the project, billing information, and other relevant details. The Attorney General is tasked with developing a comprehensive standard written disclosure for distributed generation resource sellers and installers, which must include information such as seller contact details, interconnection cost estimates, rights and responsibilities of all parties, financial agreement terms, and dispute resolution mechanisms. Any violations of these new requirements would be considered unfair trade practices under Maine law. The bill also requires the Public Utilities Commission and Attorney General to develop specific rules implementing these new requirements within 90 days of the Act's effective date.
