AI Summary
This bill requires state agencies in New Jersey to submit detailed documentation for information technology projects that meet specific criteria, primarily those exceeding $2.5 million in value or involving multiple agencies. The bill mandates two key submissions: a comprehensive business case and a change management plan. The business case must include justifications such as the project's purpose, budget, operational impacts, available options, public benefits, risk analysis, and process improvement assessment. Agencies must submit this business case to the New Jersey Office of Information Technology at least 30 days before requesting funding or issuing procurement documents. The change management plan, which is equally detailed, must outline stakeholder impacts, operational workflow changes, project risks, sponsorship, implementation efficiency, and strategies for communication, training, and managing potential resistance to change. The legislation emphasizes the importance of consultation with private or public sector experts when developing these plans and requires agencies to share their documentation with multiple state offices, including the Office of Management and Budget. The bill's underlying rationale is to improve government service delivery, ensure technological projects are well-planned, and increase the likelihood of successful implementation by mandating thorough pre-project analysis and change management strategies.
