This concurrent resolution urges the division of administration, the Patient's Compensation Fund, and the Patient's Compensation Fund Oversight Board to study implementing an electronic filing (e-filing) system for medical review panel requests and an electronic payment (e-payment) system for filing fees related to medical malpractice claims. Currently, malpractice claim requests must be filed via postal mail, in-person, or by fax, and filing fees must be paid through postal mail, in-person, or bank wire transfer. The resolution suggests that an electronic system would create a safer, more secure, and more reliable method for filing time-sensitive requests and paying required fees. The study should determine the feasibility of implementing these improvements under existing legislative authority, including potential costs which could be offset by adding a convenience fee to filing fees. The division of administration is requested to submit a written report of their findings, conclusions, and recommendations to the legislature by December 31, 2025, with copies of the resolution to be transmitted to key administrative officials involved in the medical review panel process.
