For students who transfer or withdraw from an institution without the institution's knowledge, the bill requires the school to attempt to provide financial aid counseling, particularly if the student has outstanding loans. If the institution cannot directly contact the student, they must mail counseling information to the student's last known address. This ensures that students receive important information about their student loan obligations and repayment options, even if they leave an institution unexpectedly or do not actively seek out such guidance. The bill will take effect 60 days after its passage, giving institutions time to adjust their counseling procedures.
