This bill introduces comprehensive regulations targeting food dyes, PFAS (per- and polyfluoroalkyl substances), and certain chemical releases in Ohio, with the goal of protecting human health and the environment. The legislation prohibits the use of specific food dyes like Red dye 3, Yellow dye 5, and Blue dye 2, as well as several food additives such as titanium dioxide and brominated vegetable oil. It also restricts the intentional addition of PFAS in various products, including cookware, food packaging, juvenile products, carpets, cosmetics, and textiles, with phased implementation dates between 2027 and 2032. The bill requires manufacturers to report detailed information about PFAS in their products, including chemical composition and purpose, and establishes civil penalties up to $15,000 for violations. Additionally, the legislation prevents deliberate chemical releases into the atmosphere intended to manipulate temperature or weather and modifies existing fluoride regulations for public water systems. Manufacturers will be required to provide testing results upon request and may be exempt from certain requirements if the director of environmental protection determines a PFAS use is currently unavoidable for health, safety, or societal functioning.
