This bill authorizes the town of Cortlandville in Cortland County to discontinue a small 0.03-acre section of parkland (specifically part of military lot #92 located along NYS Route 13) and lease it to Park Outdoor Advertising of New York, Inc. for up to ten years to erect, maintain, and operate an electronic sign. The lease must be at fair market value, and all proceeds from the lease must be dedicated to either acquiring new parklands or making capital improvements to existing park and recreational facilities. The bill retroactively validates the town's previous actions in leasing the land without prior state legislative authorization. If the land is no longer used for its intended purpose, the lease will terminate, and the land will revert to the town for public park and recreational use, with the electronic sign being removed. Additionally, if the parkland was originally purchased with federal funding, the town must comply with federal requirements for alienating parkland, including ensuring that any replacement land is equivalent in value and usefulness as determined by the secretary of the interior. The act takes effect immediately upon passage.
