Bill Summary

AN ACT to amend the public service law, in relation to requiring cable television companies to issue credits for service outages

AI Summary

This bill requires cable television companies to provide service credits to subscribers when they experience service outages, establishing clear guidelines for compensation. Under the proposed law, if a service interruption lasts 24 hours or more, subscribers will receive a credit equal to one-thirtieth of their monthly rate for each 24-hour period the service is substantially impaired. For outages less than 24 hours, subscribers can request a credit for the entire day if service was significantly disrupted. If the service interruption is partially caused by a loss of commercial power, the credit period begins 24 hours after power is restored. The minimum credit will be one-thirtieth of the monthly charge for each 24-hour period of outage lasting at least four hours. Cable companies are responsible for all service outages, except for emergency alert system interruptions. The bill does not apply to commercial customers who already have negotiated credit provisions in their service agreements. The law will take effect 90 days after it is signed, providing cable companies time to adjust their policies and systems to comply with the new requirements.
