This bill amends Delaware law regarding the Delaware Manufactured Home Relocation Trust Fund (Trust Fund) by modifying the Delaware Manufactured Home Relocation Authority (DMHRA) Board's authority to manage the fund. Specifically, the bill removes the previous $15 million cap on the Trust Fund and instead allows the Board to establish and adjust the fund's cap based on the costs reasonably necessary to carry out the fund's purposes. The bill also clarifies that the Board can authorize payments, adjust, eliminate, or reinstate the Trust Fund assessment, but requires at least 3 out of 5 Board members to affirmatively vote on such actions. These changes resolve contradictory provisions in the existing law and provide the DMHRA Board with more flexibility in managing the Trust Fund, which is designed to assist manufactured home residents with relocation expenses. The bill is set to expire on July 1, 2029, in line with the existing sunset provision for the Trust Fund.
