This bill establishes a rebate program to encourage homeowners and commercial property owners to replace traditional time-based ion exchange water softeners with more efficient demand-based water softeners. The program, to be administered by the Minnesota Pollution Control Agency, will provide a $200 rebate for eligible replacements made between July 1, 2025, and June 30, 2027. To qualify, the new water softener must reduce water hardness from over ten grains per gallon to less than one grain per gallon and have a salt efficiency greater than 3,500 grains per pound of salt. Rebate applications must be signed by both the property owner and a licensed contractor, who is limited to submitting no more than 30 applications throughout the program. The bill also appropriates funds from the general fund for these rebates, with the money available until June 30, 2028. The goal of the program appears to be reducing salt usage and improving water treatment efficiency in residential and commercial buildings.
