This bill requires the National Advisory Council on Nurse Education and Practice to conduct a comprehensive examination of the nursing shortage in the United States. Specifically, the Council will assess the current nursing workforce capacity by analyzing trends in the overall nursing workforce, evaluating the capacity to educate future nurses, investigating the causes of the existing nursing shortage, and reviewing federal policies related to nursing education and workforce development. The Council is tasked with building upon existing research to avoid duplication, identifying federal policy areas that impact the nursing shortage (such as support for nursing education programs, efforts to increase workforce diversity, and incentives for nurses to work in underserved areas), and developing a set of potential solutions for policymakers. Within one year of the Act's enactment, the Council must complete these activities and submit a detailed report to the President, Congress, and the Secretary of Health and Human Services, which will also be made publicly available online. The bill aims to provide a comprehensive understanding of the nursing workforce challenges and offer actionable recommendations to address the growing shortage of nurses in the United States.
