This bill amends the retirement and social security law to limit participation in the retirement system for certain public or quasi-public organizations. Specifically, the bill prevents officers and employees of several named organizations, including the New York State Association of Town Superintendents of Highways, the New York State School Boards Association, the New York State Association of Counties, the Association of Towns of the State of New York, the New York Conference of Mayors and Other Municipal Officials, and any school board association, from becoming eligible to participate in or receive service credit in the retirement system if they are first employed on or after the effective date of this legislation. Previously, these organizations could elect to have their officers and employees become eligible to participate in the retirement system through a resolution approved by the comptroller. The bill removes this option for new employees of these specific organizations, effectively preventing them from joining the New York State and Local Employees' Retirement System (NYSLERS) for future hires. According to the fiscal note, this change would result in no additional cost to the retirement system and is intended to modify the current rules governing retirement system participation for certain public and quasi-public organization employees.
