This bill requires the Minnesota Commissioner of Public Safety to investigate and potentially establish driver's license reciprocal agreements with foreign jurisdictions (defined as places outside the United States, its territories, and commonwealths). Specifically, the commissioner must review foreign jurisdictions that at least ten U.S. states already have reciprocal agreements with and then, by October 1, 2025, begin negotiations with these jurisdictions to create similar agreements. If the commissioner decides not to pursue an agreement with a specific foreign jurisdiction, they must provide a detailed explanation to legislative committee chairs, outlining their reasoning based on public safety concerns or other articulated issues. The goal of these investigations and potential agreements is to minimize administrative burdens when exchanging driver's license information between Minnesota and other licensing jurisdictions. The bill becomes effective immediately after being enacted.
