This bill requires public and non-public schools, as well as other educational institutions, to install at least one exterior master key box on their campuses and on every instructional school building not located on a campus, to allow law enforcement and emergency responders immediate access in emergencies. These master key boxes, which may also contain keys, access cards, and building maps, must meet the Underwriters Laboratories standard UL 1037, a safety standard for antitheft alarms and devices. The bill also amends existing education law to ensure that school safety plans consider the installation of these master key boxes and that floor plans include their locations, and it makes these key boxes eligible for building aid, which is state funding to help school districts pay for construction and renovation projects.
