This bill establishes a pilot program to study the effects of PFAS (per- and polyfluoroalkyl substances, a group of potentially harmful chemical compounds) on participants in Michigan. The state health department will create a grant program to fund a research institution, specifically an R1 doctoral university with high research activity, to conduct a comprehensive study. The selected research institution must obtain informed consent from participants, use hospital laboratories to collect blood samples, and have the samples analyzed by a state testing laboratory. Participants will be identified through primary care physicians who can refer individuals to the program. A new PFAS pilot program fund will be created in the state treasury to support the research, covering grant expenses, laboratory testing costs, and educational material development. The research institution must submit detailed reports about the pilot program, including the number of participants tested, and the department will provide annual updates to legislative committees. The pilot program is designed to last up to 5 years and will conclude with a final report summarizing the impact of the study and potentially recommending future PFAS-related legislation. Additionally, the department will develop and publish an educational pamphlet about PFAS in consultation with the Michigan PFAS action response team.
