This bill proposes to completely dissolve the North Carver Water District, which was originally established by Chapter 124 of the Acts of 2008 and subsequently amended in 2010. Upon the bill's passage, the water district will no longer exist as a corporate entity, and all of its assets, liabilities, obligations, powers, and duties will be automatically transferred to the town of Carver. The town of Carver will now have full authority to manage water supply for the former district's service area, including establishing and maintaining water fountains and hydrants, regulating water use, setting and collecting water rates, and raising taxes to support these services. All existing water district commissioners and the superintendent will have their positions immediately abolished, and they are required to transfer all files, records, and materials to the Carver select board. The town's select board and director of operations will assume the water district's previous responsibilities, and no additional approvals from state agencies are needed to complete this transition. The bill will take effect immediately upon its passage.
