This bill requires large buildings in New York City to be retrofitted with sprinkler systems that meet the New York state uniform fire prevention and building code. Specifically, the bill defines "large buildings" as structures over 75 feet tall or with more than 5,000 square feet of floor area and an existing standpipe system. The bill mandates that these buildings, which are located in cities with populations over one million (effectively New York City), must install compliant sprinkler systems designed to automatically discharge water to extinguish or prevent the spread of fires. Building owners must submit a compliance plan to local code enforcement within two years of the law's effective date and complete the sprinkler system installation within five years, with the possibility of two additional years if they can demonstrate hardship. Owners who fail to comply will be subject to civil penalties of up to $1,000 per day of noncompliance after the final deadline. The bill explicitly excludes landmarks and historical buildings from these requirements. The law will take effect 180 days after it is enacted, giving building owners time to prepare for the new requirements.
