Bill Summary

AN ACT to amend the executive law, in relation to requiring state law enforcement agencies to develop and implement a tattoo policy

AI Summary

This bill requires the heads of various New York State law enforcement agencies, including the Division of Criminal Justice Services, the Division of State Police, the Department of Corrections and Community Supervision, and any other state agency employing police officers or peace officers, to create and implement a policy regarding tattoos for their members and applicants. A "tattoo" is defined as a permanent mark made with indelible ink or pigments beneath the skin, or by branding or scarring, that is difficult to remove. The policy must allow for arm, leg, back, and torso tattoos, including sleeve tattoos, though these may need to be covered during work. It also prohibits hand, face, and neck tattoos, with a limited exception for one ring tattoo on each hand. Importantly, this bill does not prevent currently employed individuals from continuing their service and does not restrict agencies from implementing stricter rules than those outlined.
