This bill creates a new Grant-in-Aid Subcommittee within the Delaware General Assembly to oversee and improve the process of awarding grants-in-aid to non-profit organizations and government entities. The Subcommittee will consist of 3 senators and 3 representatives, with the chair and vice chair rotating annually between chambers. To be eligible for a grant-in-aid, organizations must be non-profit or government entities, have been in operation for at least 2 years, have proper accounting procedures, and demonstrate the ability to fund at least half of their operations through other revenue sources. The bill establishes specific restrictions on grant-in-aid funding, prohibiting its use for activities like daycare, capital equipment purchases, political campaigns, and services benefiting non-Delaware residents. The Subcommittee will annually review applications from new grant seekers, make recommendations to the Joint Finance Committee, and may also review existing grant recipients for program effectiveness and compliance. The Subcommittee will be required to provide a final report with recommendations by the third Monday of May each year, and its members will be compensated at the rate of the Joint Legislative Oversight and Sunset Committee. The act will take effect on January 1 following its enactment, with the Subcommittee's chair and vice chair tasked with developing detailed rules and procedures by February 1 after enactment.
