This bill amends Michigan's marijuana regulatory law to expand the powers and responsibilities of the Cannabis Regulatory Agency (CRA). The bill allows the CRA to establish and operate a marijuana reference laboratory and explicitly grants the agency the ability to collect, transport, possess, test, and conduct research with marijuana for the purposes of supporting agency investigations and developing testing methods. The bill maintains the CRA's existing core responsibilities, which include promulgating rules, licensing marijuana establishments, ensuring regulatory compliance through investigations and inspections, holding public meetings, collecting fees and fines, and submitting annual reports to the governor. The bill also preserves existing conflict of interest provisions that prevent individuals with financial stakes in marijuana businesses from working for the agency, and continues the requirement for the Department of State Police to assist the CRA with background investigations. The minor linguistic changes, such as replacing "pursuant to" with "under" and "either" with "any", appear to be stylistic refinements to the existing legal language.
