This bill establishes a special commemorative license plate to celebrate Delaware's and America's 250th anniversary in 2026, allowing vehicle owners to apply for a unique license plate design that can replace the standard "The First State" plate. The bill requires at least 200 applications for the plate to be issued and applies to private passenger vehicles and certain smaller commercial vehicles, excluding those registered under the International Registration Plan. Vehicle owners must pay a one-time $50 fee ($15 of which is an administrative fee) in addition to regular registration costs. The plate design must be approved by the Division of Motor Vehicles, cannot be solely black and white, and may include "Delaware 250" instead of "The First State". The majority of the funds collected from the plate fees will be deposited into a special Delaware 250 Fund, which Delaware 250 (a commemorative organization) can use to support anniversary celebrations. The special license plate program will expire on December 31, 2026, with any unencumbered funds reverting to the State's Transportation Trust Fund and any encumbered funds transferred to Delaware 250. This legislation provides a way for Delawareans to commemorate the state's and nation's significant historical milestone while also generating funds to support related events and educational initiatives.
