Bill Summary

AN ACT to amend the education law, in relation to establishing the libraries literacy education guidance act

AI Summary

This bill directs the state librarian to develop and distribute comprehensive literacy education guidance to public and association libraries in New York state. Specifically, the guidance will focus on evidence-based practices for reading competency, including phonemic awareness, phonics, vocabulary development, reading fluency, comprehension, background knowledge, oral language, writing, and oral skill development for students from pre-kindergarten through grade five. The state librarian will consult with the commissioner of education and other relevant groups to create this guidance, which may include texts, educational technology, professional education materials, and public information resources. The guidance will be modified for students beyond fifth grade and adults, and must be updated every two years, taking into account feedback from the libraries that receive the materials. The goal is to provide libraries with professional resources and best practices to support literacy education across different age groups, ultimately improving reading skills and educational outcomes.
