This bill establishes a new grant program through the Office of Community Oriented Policing Services (COPS) to encourage recruitment of law enforcement officers, with a focus on diversifying the police workforce. The bill authorizes $50 million annually from 2026 to 2030 to support two primary activities: marketing and recruitment campaigns (up to 50% of grant funds) and "Pathways to Policing" programs (up to 50% of grant funds). These Pathways to Policing programs are designed to help candidates who face barriers to entering law enforcement, providing financial support and training opportunities for individuals with no prior law enforcement experience. The bill gives priority to applicants seeking to recruit candidates from underrepresented communities, those with nontraditional backgrounds, and individuals willing to serve in the communities where they will work. Additionally, the Attorney General is required to develop a nationwide marketing and recruitment campaign within one year of the bill's enactment, consulting with various stakeholders including law enforcement associations, community organizations, and academic researchers, to help create educational materials and resources for states and local agencies to enhance their recruitment efforts.
