This bill establishes the Presidential Management Fellows (PMF) Program, a flagship leadership development initiative designed to attract outstanding recent graduate degree holders to federal government service. The program will allow agencies to recruit and hire talented individuals with advanced degrees into two-year appointments in the excepted service, with potential for conversion to permanent competitive service positions. Key provisions include creating a rigorous selection process managed by the Office of Personnel Management (OPM), requiring agencies to provide Fellows with comprehensive professional development through individual development plans, mentorship, rotational assignments, and at least 80 hours of annual training. Fellows will be eligible for appointments at the GS-09 to GS-12 levels and may move between agencies during their two-year program. The bill also establishes Federal Executive Boards in 26 metropolitan areas to support program implementation and strengthen federal executive branch activities in field operations. At the end of the two-year program, Fellows who successfully meet performance and developmental expectations can be converted to competitive service positions. The Director of OPM will be responsible for administering the program and will be required to submit reports to Congress every three years analyzing the program's structural challenges and recommending improvements.
