Peaker plants are power generation facilities that only operate during periods of high energy demand, typically burning fossil fuels like oil, diesel, or natural gas. The study must examine multiple aspects, including the impact on electricity prices, grid reliability, potential replacement with renewable energy systems or battery storage, effects on disadvantaged communities, and workforce implications. Specifically, the study will analyze changes in wholesale electricity prices, identify alternative energy sources, explore how renewable energy can maintain grid stability, develop strategies for plant replacement, assess potential job displacements, and examine means of retraining workers for renewable energy roles. The PSC and NYSERDA are required to issue a final report within one year to state leadership and post it publicly, with the entire act set to expire two years after its effective date. The bill acknowledges that many existing peaker plants are inefficient, located in environmental justice communities, and contribute significantly to greenhouse gas and pollutant emissions.
