This bill amends the Delaware Nursing Home Residents Quality Assurance Commission, now renamed the Delaware Residents' Protection Commission, to expand its scope and membership. The Commission's purpose is to monitor the quality of care, life, and safety for residents in nursing facilities, assisted living facilities, and secured memory care units, which are collectively referred to as "monitored facilities." The bill increases the Commission's membership from nine to eleven members by adding the President of LeadingAge New Jersey/Delaware and the Director of State Government Affairs for the Alzheimer's Association Delaware Valley Chapter. It also modifies appointment criteria, allowing members to select designees from their own organizations, and establishes new provisions for member attendance, with members who miss three consecutive or four out of twelve meetings considered to have resigned. The Commission's duties are expanded to include promoting coordination among programs, providing education, and recommending policies to improve residents' quality of care. The bill requires the Commission to prepare an annual report to various state entities, detailing trends, findings, recommendations, and advocacy efforts. Members continue to serve without compensation but may be reimbursed for necessary expenses. The legislation takes effect 90 days after enactment and aims to strengthen oversight and protection of residents in long-term care facilities across Delaware.
