Bill Summary

This bill proposes to repeal the State Climate Superfund Cost Recovery Program (Program). The Agency of Natural Resources would not be required to establish and implement the Program. Similarly, the bill would repeal the requirement that the State Treasurer conduct an assessment of the cost to the State of Vermont and its residents of the emission of covered greenhouse gasses during the specified covered period. In addition, any State position authorized for the Program or for the State Treasurer’s completion of the assessment would be terminated, and any funds appropriated to the Agency of Natural Resources or the State Treasurer for implementation or administration of the Program would be returned to the General Fund or any other fund from which monies were appropriated.

AI Summary

This bill proposes to completely repeal the State Climate Superfund Cost Recovery Program, which was likely designed to assess and recover costs associated with greenhouse gas emissions. By eliminating this program, the Agency of Natural Resources would no longer be required to establish or implement the initiative. Similarly, the State Treasurer would no longer need to conduct an assessment of the costs to Vermont and its residents related to greenhouse gas emissions during a specified period. The bill would also terminate any state positions that were created specifically for this program and require that any funds previously appropriated for the program's implementation or administration be returned to the General Fund or their original funding source. This effectively dismantles the Climate Superfund Cost Recovery Program and removes all mechanisms and resources associated with it.
