This concurrent resolution expresses condolences and honors the life of Melvin Lee "Kip" Holden, a prominent Louisiana public servant who passed away on May 14, 2025. He served in multiple public roles, including as a city councilman, state representative, state senator, and notably as the first African American mayor-president of East Baton Rouge Parish, serving from 2004 to 2016. During his mayoral tenure, he implemented significant initiatives such as the Green Light Baton Rouge Citizens Council, established an HIV/AIDS task force, and supported minority-owned businesses. Following Hurricane Katrina, he was instrumental in providing refuge for evacuees and advocating for federal assistance. The resolution highlights Holden's extensive public service, his trailblazing leadership, and his commitment to community development, while also expressing condolences to his wife Lois and five children. The Legislature posthumously commends Holden for his lifetime of achievements and contributions to East Baton Rouge Parish and the state of Louisiana.
