This bill authorizes the Secretary of Veterans Affairs to develop or purchase a cloud-based information technology system for managing inventory at Veterans Health Administration (VHA) medical facilities. The system will track both expendable (consumable) and nonexpendable items across the VA's supply chain. Before implementing the system nationwide, the Secretary must first conduct a pilot program at one VHA facility to test the system's functionality and ensure its effectiveness. The bill requires the Secretary to complete system implementation within three years of the Act's enactment. Before exercising this authorization, the Secretary must submit a comprehensive report to Congressional Veterans' Affairs Committees that includes a detailed supply chain strategy, cost estimates, implementation schedule, staffing assessment, and an independent review of the supply chain modernization program. The report must address recommendations from a 2021 Comptroller General report and provide metrics for success, data standardization plans, and future workforce requirements. Additionally, the bill makes a technical amendment extending certain pension payment limits to December 31, 2032.
