This bill, an amendment to the Political Reform Act of 1974, modifies the rules regarding gifts that lobbyists and their employers can give to elected state officers and their immediate families. Specifically, it prohibits lobbyists and lobbying firms from giving gifts to elected state officers or their immediate families that include theme park or amusement park tickets, professional sporting event tickets, racetrack tickets, spa treatments or beauty services, recreational outings or vacations, or gift cards. It also clarifies that while lobbyists and lobbying firms are restricted from giving these specific items, lobbyist employers are now also prohibited from giving collegiate or other amateur sporting event tickets with a face value over $25, or theater, concert, or other entertainment tickets with a face value over $25, to elected state officers or their immediate families. The bill also adds a provision that elected state officers cannot accept gifts aggregating more than $10 in a calendar month from a lobbyist or lobbying firm. These restrictions do not apply to fundraising events for bona fide charitable organizations.
