The study will evaluate how this technology can reduce noise levels while maintaining energy production efficiency. Specifically, the bill requires the agencies to assess current noise mitigation methods in New York's wind facilities, analyze existing research on noise reduction technologies, examine the deployment of directional noise reduction optimization in wind turbines within New York and similar regions, and collaborate with wind facilities to gather data on noise levels, turbine operations, and energy output. The study will compare the performance of turbines with and without this noise reduction technology under various operational conditions. Upon completion, the agencies must provide recommendations for implementing the technology and suggest any necessary statutory or regulatory amendments to support its integration into the state's renewable energy strategy. The study must be commissioned within 180 days of the act's effective date and submitted to the legislature within one year of commissioning.
