This bill amends the Delaware Code to modify how proceeds from CO2 allowance auctions under the Regional Greenhouse Gas Initiative (RGGI) are allocated. Currently, the proceeds are distributed across several programs, including 65% to the Sustainable Energy Utility (SEU) for energy conservation and efficiency, 15% to low-income energy assistance programs, 10% to Greenhouse Gas Reduction Projects, and up to 10% for administrative expenses. The key change is that starting January 1, 2026, any auction proceeds exceeding the total amount generated in 2025 will be directed to a new rebate program aimed at reducing energy costs for retail electric customers. The Delaware Department of Natural Resources and Environmental Control (DNREC) will administer this program, and Delmarva Power and Light will be responsible for distributing the rebate amounts as pro-rata reductions on customers' electric bills. This modification aims to provide direct financial relief to electricity consumers while maintaining existing funding levels for existing energy and assistance programs.
