This bill amends the Retirement and Social Security Law to increase the maximum amount of overtime compensation that can be included when calculating a member's final average salary for retirement benefits. Specifically, it raises the limit from fifteen percent to thirty percent of a member's annual wages not classified as overtime. Overtime compensation is defined as pay for additional hours worked beyond standard requirements, including compensation under sections one hundred thirty-four of the civil service law and ninety of the general municipal law. This change is intended to benefit Tier 5 and 6 members of the New York State and Local Police and Fire Retirement System (NYSLPFRS) and is projected to increase the present value of benefits by approximately $331 million, with a corresponding increase in required contributions from participating employers.
