This bill requires operators of "covered platforms" – public or semi-public websites, online services, or applications used by minors under eighteen in New York, that allow users to create profiles and post content viewable by others – with at least one million monthly users to establish a continuously available process for law enforcement agencies to contact them. Furthermore, these operators must comply with search warrants within seventy-two hours of receipt if the warrant pertains to a user's account information and is provided by a law enforcement agency, unless a court grants a reasonable extension upon finding good cause and that an extension would not lead to an "adverse result," which includes dangers to individuals, flight from prosecution, destruction of evidence, witness intimidation, or jeopardy to an investigation. The Attorney General is empowered to bring actions to enforce these provisions, seeking injunctions, restitution, disgorgement of profits, damages, and civil penalties of up to five thousand dollars per violation.
