This bill, known as the Public Employer Collective Bargaining Transparency Act, aims to increase transparency in public sector labor negotiations by requiring public employers to provide advance notice and public disclosure of proposed collective bargaining agreements. Specifically, public employers must post a notice on their website at least two weeks before signing a new agreement, which must include a statement of the proposed terms and an estimate of associated costs. The notice must remain publicly accessible for at least 30 days after signing. If a public employer lacks a website, they must publish the notice in printed format in their main office. Additionally, any proposed collective bargaining agreement is considered a public record that must be posted online within 48 hours of receipt. The bill defines key terms such as "public employee" (excluding elected officials, management-level employees, and certain other categories) and "public employer" (including the Commonwealth and its political subdivisions). Importantly, any collective bargaining agreement executed without providing the required notice will be considered void and unenforceable. The act will apply to proposed agreements made on or after its effective date, which is 30 days after passage.
