This bill, known as the Countering Russian Innovation and Safeguarding Individual Scientists (CRISIS) Act of 2025, authorizes the Secretary of Homeland Security or the Secretary of State to provide special immigrant status to certain Russian nationals with advanced degrees in science, technology, engineering, or mathematics (STEM) who seek to work in the United States. Specifically, the bill allows up to 3,000 Russian nationals per year from fiscal years 2026-2029 to apply for special immigrant visas if they have earned a doctoral degree in the U.S. or an equivalent foreign degree and can pass rigorous background checks. The bill includes provisions for processing applications within 90 days, establishing vetting requirements equivalent to those for refugees, and maintaining detailed records on applicants. Additionally, the law allows the spouse or child of a principal applicant to accompany or join them in the United States. The special immigrant status provisions will terminate at the end of the fourth full fiscal year after enactment, but approved petitions can still be used for immigration purposes afterward. The bill broadly defines STEM fields to include areas like artificial intelligence, cybersecurity, quantum technologies, and autonomous systems, and notably does not require applicants to have a pre-existing job offer to be eligible.
