This bill provides a special exception to standard civil service law for Heath A. Wadhams, a part-time police officer currently working in the village of Warsaw, to take the competitive civil service examination for a full-time police officer position in the village of Palmyra, Wayne County. Specifically, the bill waives typical age restrictions and other legal requirements that might otherwise prevent Wadhams from taking the exam and being placed on the eligible list for appointment. Despite these exceptions, Wadhams will still be subject to the standard merit and fitness provisions of civil service law that apply to full-time police officers. The bill essentially creates a unique opportunity for Wadhams to potentially transition from a part-time to a full-time police officer role, contingent upon his performance on the civil service examination. The legislation would take effect immediately upon passage.
