Bill Summary

AN ACT To direct the Secretary of Commerce to conduct a study on the feasibility of manufacturing in the United States products for critical infrastructure sectors, and for other purposes.

AI Summary

This bill directs the Secretary of Commerce to conduct a comprehensive study on manufacturing critical infrastructure products within the United States. The study will focus on the 16 critical infrastructure sectors defined in a 2013 Presidential Policy Directive and aims to identify products that are currently imported due to manufacturing or supply chain constraints. Specifically, the Secretary must analyze the potential economic impacts of domestic manufacturing, including effects on jobs and product costs, and identify products that could feasibly be manufactured in the U.S., particularly in rural areas or industrial parks. The study will also examine federal policies that might currently inhibit or increase the cost of domestic manufacturing. Within one year of enactment, the Secretary must submit an unclassified report to Congress (which may include a classified annex) detailing the study's findings and recommendations, and make this report publicly available on the Department of Commerce website. Importantly, the bill does not grant the Secretary authority to compel businesses to provide information for the study, making participation voluntary.
